How Can severe Painful Rashes On The Shin be Treated?

I have a rash on both of my shins that has been there for about a month. Just put cortisone cream on it but kinda worrying me. I did change detergent for clothes but the rest of me is fine . I had some muscle cramps a few weeks ago- dehydrated in a spin class and wondered if that could do anything .
